Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u), as amended, requires that Harris County ensures that training, employment, and other economic opportunities generated by certain HUD financial assistance for housing and community development programs shall, to the greatest extent feasible, be given to low- and very low- income persons. Particularly those who are recipients of governmental assistance for housing, and to businesses that provide economic opportunities for these persons.
CONTRACTING WITH SMALL AND MINORITY FIRMS, WOMEN’S BUSINESS ENTERPRISE, AND LABOR SURPLUS AREA FIRMS
It is national policy to award a fair share of contracts to small and minority business firms, as well as women-owned firms. Accordingly, affirmative steps must be taken by Contractors to assure that small, minority, or women-owned businesses are utilized when possible as sources of supplies, equipment, construction and services, especially from labor surplus areas.
